Hello,
Nice to see a neighbor here writing.
Please, answer a little query and think we will have an answer:
1. What kind of map do you want to create? A marine one?
2. With which garmin unit you are going to use it?
3. What is the perpose of this map?
4. Do you have data of Danube or you are collecting one?
Mapsource is a tool for using garmin maps but not for creating ones. The software which is creating some of the garmin maps, and gladly is available in the free society "internet", is called MPC or Mapsource Product Creator. Have a look:

Hello,
1. Yes a marine garmin map (I`m working on Danube river,on little ship,70 m length,9.5 m width).
2. A non garmine device (Evolio N550).
3. Just for me to orientation on river.
4. I don`t have yet data collect.

Excuse me for the late reply. Yes, Catys' suggestion is very good! There is already a made map for garmin for the EU Waterways. Unfortunately, I can't find its source files. So if you want to add, change etc. something in the mapping it won't be possible.
But here a couple of ideas if you want to start drawing your own map:
