Just bought a Garmin nuvi 3790T and have alot of questions

You can do the same way like converting US to SG with a TW Unit.
I successfully converted my 765TW also to SG/MAL.
Btw. do u have a gupdate.gcd on ur device? If yes, save it that you can revert back to TW unit if necessary.

Right ! You have to get Taiwan .gcd file if you want to go back to Taiwan firmware., so you have to wait for an update Taiwan gupdate.gcd file first.

I checked my device and I found the file, so am i safe to try out after saving a copy of that file?

May I know the file size that you mention?
Is it gupdate.gcd ?
Did you try to open that file by RGN_Tool ., if yes -- contain of boot + fw_all + fw1_resources ?

Yup, its GUPDATE.GCD

It's filesize is 56.3mb

And yes it contained the boot, fw_all and fw1_resources
