I think it is normal process absolutely. Cartographic offices must collate data, make map base and provides feedback with users and testers. Navigation system manufacturer must compile maps from theirs data only. This way have the greatest economic efficiency and productivity.
For example, even OSM map have more detailed data with comparable level of mistakes than Luxena, Aeroscan or Navicom

P.S. I have a few old licence for Luxena and I am very glad what it is valid still now

I will appreciate if somebody is able to decrypt it. If not, there are other maps of Ukraine

    Edit:
Sorry about my previous upload. In this reupload no .unl file, though in the place I found the map users say the map is not showing in their devices even with the presence of the .unl file, but because of the encryption.

    You can use Carte Blanche
Edit: files contain user's .unl, therefore user's Nuvi ID, sorry we dont want he looses his licence, I delete your links.

Edit 2 : Without .unl we can keep it but IMHO useless: encryption is bound to special firmware, unit ID and recently other nice tricks.

I think jackson1 mean it too, in his post.
As well as the fact what City Navigator Europe have smaller coverage in total but more accurate on the main roads and have coverage in East region of Ukraine near Russia which are ignored by Luxena and Aeroscan. We wait for new version of City Navigator Europe as progress is by leaps and bounds due Navteq activities in East Europe now. Navteq use own accumulated information as opposed to Luxena and Aeroscan use data source from free cartographic service like google only.

IMHO! Luxena and Aeroscan forced to encrypt map in order to users would have been exactly attachment to Garmin devices what was sold them only. Garmin wisely does not give exclusive rights to East Europe regional maps that would preserve the reputation. Garmin device is good but regional maps is bad. It is classical solution in the style of King Salomon

Yes I know, but I don't have map licence = I don't have such firmware. I just found the map on the net and decided to share it. That's it.
