No JCV file is locked in the usual meaning of that, however SEA JCVs are encrypted so that only the corresponding fw can read them, so in that sense they are 'locked' for use only in the same SEA units. Thai JCVs will not display in an Indonesian fw unit for example, which will show a message to that effect. However, in a US/EU unit any attempt to display a SEA JCV will cause a crash & reboot error. SEA JCVs cannot be 'unlocked' ie unencrypted.
