You mean that it will manually update if you manually choose to invoke WebUpdater from BaseCamp by using "Tools -> Check for Software Update on Selected Device ...".
Basically that's whats described i post #1 as "It's also possible to use Garmin WebUpdater. Either directly connected to internet ...". Garmin WebUpdater can be started either from the start menu or from other Garmin software as the case with BaseCamp.

But i really don't know what you meant, because the .rar file in post #1 is uploaded on the Noeman server as well and is still downloadable. Maybe you just can't un-rar it, so here is the .rgn as a .zip.

I don't know of a modern garmin unit that doesn't use it, but older ones don't. If you're unsure just run WebUpdater and select the relevant update if it's offered.

Don't wanna really search now how old ur 60Csx is.
But newer devices support the timezone image

It isn't work on Garmin 60Csx!!! Garmin 60Csx doesn't support GMAPTZ.IMG. It is obviously coz Garmin 60Csx doesn't support the automatic changing of Time Zone and the taking into account for arrival time with Time Zone.
If you have trouble with system time you must simply pick up a suitable Time Zone in Settings Menu.
