Unless you don't have a nuvi 50/60 series or Street Pilot JCV wont work in your device because:

Map Update for Garmin City Navigator® Southeast Asia NT 2014.40
The map is available to Philippines localized nüvi® 55LM and nüvi® 65LM that were purchased from authorized dealers in Philippines.

JCV for 55/65 wont work in other nuvi models because it's a raster JCV

I downloaded the unlocked file and tried it in a Zummo 660.

It does not seem to work with a Zummo. Is that correct?

...and you avoided Internet Explorer?
It should work on your zumo 660, just like the map of India here: [Only registered and activated users can see links. ]
