It looks like it gets stuck signing the apk. The folder path changing worked it seems.
Try this:
1. Get Apk Easy Tool, the portable version, from [Only registered and activated users can see links. ]
2. Extract and run apkeasytool.exe
3. Select APK and Decompile
4. When you see the error in SPP3.0 go to C:\temp\SPPC3.0\lib\temp\lib\armeabi-v7a\ folder and copy and overwrite file libga.so for Apk Easy Tool in folder ..\1-Decompiled APKs\1\lib\armeabi-v7a\
5. in Apk Easy Tool Recompile and get finished apk in ..\2-Recompiled APKs\ folder
Hopefully this will work for you.

You need to use SPPC3.0.1 for the StreetPilot_2.37(2019.10.23) build.
