yes, I updated to CHN v2.50. I see nothing new. Not even the new icons.
Not sure why you ask, but I think it is FAT32.

Is the CHN firmware better than the TW and SG/MY?

The very nice feature you won't find in any 37xx other regions.
You can tell 3790CHN what exactly road you are driving on.
For example :: when you are driving on ordinary road and there are express way above & frontage road beside.
If 3790CHN is saying the wrong road that you are, you can correct it.
Just press on the green bar at bottom then you will see the choice of the other roads (as possible.)
From picture , if you are driving on express way not ordinary road so just press on express way name at left upper corner then nuvi will recalculate as you are driving on the express way. !!
Can I flash my 3790TUS 4.3 to 3790CHN 2.5? Is CHN 2.5 the latest version for CHN?
Yes, CHN v2.5 is the latest. Flashing a US 3750 works, but nobody really suceeded in converting a 3790. Everybody gets a "continuous rebooting" issue.
Oh, that's too bad. So which would be the best firmware for the 3790?
Also, is the JCV for the Philippines locked and can't be used with a 3790US? Because I just get a gray square box in the center when I use that file.

Now that I think of it, it is possible that the CHN v2.50 works for the 3790. I was probably confusing with the Sg/My. You know what, why don't you try and let us know. Make sure to read the entire thread.
