Probably the JCV file is corrupt or it's the wrong file for that model. If you're sure you have the correct type of jcv file and is also specifically for the detail map version then download anther copy.
Could you please give a link to where you obtained it or upload a copy of nuvi16xxEU_regionfileonly__390.GCD please?
