Aside from the joke, no tool is useful without knowledge and skill.
There is no dedicated tool for creating cursors for iGO, so use any software you know how to use.
Since there has been several discussions and there are several topics about icons, cursors ... a similar question has been asked a couple of times ... this is a superfluous topic.

It's always a lot of work and knowledge, but it seems that many still find it easier to look for shortcuts (even to those who have been present at the Forum for almost 8 years).
