Another alternative in Navigation View > Map Appearance > Viewpoint select Close and Enabled user settings and change the numbers of Tilt the map for 'VIEWPOINT Close, Normal, Far'.
One thing that reduces cockipt pollution (more clean) is to leave the Buildings field in Navigation View> Map Appearance unchecked.

There are several subfolders and files and most of the name itself gives an idea of its content, all store the settings made by the user.
