I don't think this icons are for Nextgen.
Such icons are used to select and start up a navigation program in a menu.

you are 100% right :
if you have wince and several nav programs mounted in the device, you can utilize an app to switch between them easily.

For example this enclosed one : which can be launched after modification from wince
