Check it out yet exactly - but at first glance it is clear - that the error is in the declaration storage location
Android 444 can not record on the SD card so you have to work around this limitation.
In your sys.txt is such an attempt, but a reference to the Addons folder is wrong.
And one more thing - for the correct configuration of the image I need to know the actual resolution of your screen.
Do it this way:
Download from Android Market program (free) screenspec - this

What was wrong with sys.txt? I noticed a missing " at the end of the line.
Running Primo 2 as that is the version I have installed on 4 different phones until I get this problem sorted out.
Screen Resolution vertically 480 x 764, horizontally 800 x 400.
Finally, as well as speedcams, no events are visible and with Kit Kat the screen doesn't change when phone is rotated as it did with Jellybean which I ran previously.

To avoid problems with the creation of the file speedcam.spdb radar "speedcam.txt" files - ready file speedcam.spdb better to put in - /sdcard0/Addons/content/speedcam

although I fear that the amount of memory may not be sufficient.

As the "little" was mixed throughout the system - I suggest you uninstall all cleaned up trash, residues and erroneous file - and then installed all over again.
Remember - to delete the contents of the SAVE, folder License - leave only files lic or Lyc, and delete the old files nng of the entire device.

1. speedcam.spdb & speedcam.txt files to remain in Addons/content/speedcam subdirectory on external SD card?
2. what/where is enviroment ART (Android folder / data /)
3. What do I do if I want to save all the historical address data? As you suggest erasing all and making a clean install.
4. Do I still try follow De5i's instructions for making the iGO folder within the DATA folder of the ext4 partition?

etc. are iGO saved - so you can copy them and store, and later re-write it. - So you specify for it.
iGO has a hierarchical structure - so the change of sensitive data - such paths to directories should be preceded by cleaning the saved settings - the easiest way to do this by deleting the folder SAVE.
However, if you know - where and what - you can remove the settings of the program itself - without moving the navigation data (routes, waypoints, addresses).

Well I finally got around to trying what you suggested but unfortunately, as before, the new com.*** directory within the data directory has been reduced to a 1kb txt.file som still no further on.
I am now resigned to the fact that iGO will not work to its full potential with the ext4 partitioned SD card unless I'm missing something or someone else has another fix.
UPDATE:
I appear have solved 2 out of 3 problems on my HTC HD2:
1. the lack of events seems in some way to be linked to the raw display section of sys.txt

2. In addition to this I have added to info.ini (iGO\content\skin) 800_480,480_764 and these 2 changes seem to have solved the rotational issue as long as igo is started in landscape mode, otherwise it crashes when changing from portrait to landscape.
However, I still have no speedcams and interestingly running the same resolution i.e. 800 x 480, on my S3 mini I also have no speedcams but no rotation issues. So I'm still open to suggestions especially as the S3 mini is also lacking speedcam function.
I think its now worth trying the later Primo version using the changes I've made.
