The first step is to make all updates available by Garmin WebUpdater. Have you tried?
DriveLuxe50, Nuvi 2689, Etrex 30x, Epix, VivoActive HR.

New version 2.90 from device.
New version was found in newest nuvi 2595. There are not official update on garmin.com.
Only one difference was found that themes lack the all section (see list below) with the exception of <PRESENTATION ID="Guidance">:

Who knew? But we should have guessed it. There's a theme editor available which should avoid the need to speak "HTML" to edit a theme:
