I have one of the new model 500 TTs.

Am I right in thinking that these are still 'locked down' and I will be unable to install new maps to this unless I buy them through TomTom?

The maps can update them via MyTomTom, if you register you perhaps update maps for life, and speedcam for 3 months, still not patchable.
